Networking for military jobs

Happy weekend everyone!
On my Career Wake Up Call last week, I was asked a question about military jobs
from a veteran.
"As a veteran, I have applied for two jobs on the U.S. Navy's Civilian HR
website. Rather than languish in such a vast database, how do I identify
civilian hiring authority at the naval bases I've selected? Would current
security restrictions make this difficult?"
