Need for an Access VBA programmer - short term project

We have a need for a MS Access programmer to create a database system for inventory purposes. The database system will have to interface with a DLL that reads in RF-ID data (flat text file) and have the capability to print out RF-ID inscribed tags (formatted output ASCII file). In summary, we need someone who can develop custom APIs for input and output to specialized readers/printers using MS Access and VBA coding.
We are loooking for a programmer who has programmed in VBA or other languages for several years, not just someone who has put together MS Access forms for data entry.

Must be able to leverage PeopleSoft integration technologies, understand PeopleSoft security, SQR and online reports using Query/Crystal
Functional knowledge of the process flow for PeopleSoft 8.8 HCM and an understanding of the PeopleSoft 8.8 database is preferred
Qualifications:
Bachelor's degree, preferably in Computer Science, Information Systems and/or equivalent formal training or work experience.
Typically has more than 5 years work experience in an Information Technology/Engineering environment.

If anyone knows a senior level IT person who is looking for a new home or who is ready to move to the #1 IT position at a growing firm, please put them in touch with me!
Harbor Group is seeking to fill a newly created Chief Information Officer position. Ideally, the position will be based in Norfolk, VA, but a location at our New York office is also a possibility if that is the person's preference . The perfect candidate will have multifamily real estate experience as either the number 1 or 2 person in a mid to large size real estate company ("minimum" 400 employees and 30 locations), and they would have developed the IT function at their company, or had a significant role in developing it or managing it.
Real estate experience is not an absolute necessity - a person with financial services experience or investment firm experience would be very good.
Harbor Group is a privately-held, 25 year old company with $2.7 billion of assets under management, with the expectation of rapid growth into 2011, especially in the multifamily sector but we are active in commercial RE as well. Currently, our assets are split equally between apartments and office properties.
Our IT function needs to be ramped up significantly, so we need someone who will enjoy building it. They need to be a jack of all trades, but the greatest accountabilities will be developing the technology strategy, deciding on resource needs and obtaining them, and implementing the strategy.
As many of you know, I moved to Norfolk, Va ifrom Chicago in 2007 to take the top HR position at Harbor Group. We REALLY liked Chicago, but the Norfolk/Va Beach area has has significant advantages and is a great place to raise a family. The Atlantic Ocean is a 20 minute drive down the interstate from our office, water sports abound, the mountains are an easy 3 hour drive, and the public university system is outstanding, with UVA, William and Mary, Va Tech and others. And we live in a state that isn't going bankrupt! (unlike ILLinois).
