RESPONSIBILITIES:

Coordinates and directs volumes of different types of petroleum-based
products necessary to meet the blended specifications for both external and
internal customer orders. Position formulates and recommends product
receipts and quality control programs that assure both economy and
efficiency in the production, storage, and distribution of blended products.
Position must develop blending programs; coordinate operational inbound and
outbound product flows, and integrate with operational schedules such that
tank utilization and stock blending streams are optimized and final blended
products are stored and delivered based on customer expectations. Position
will be cross-trained with Operations Superintendent to provide backup
operational support and coverage. Position reports to Terminal Manager.
Maintains the crude oil and blending stocks for each customer's specific
orders. Storage and mixing will be performed utilizing material movements
via pipelines and terminal tanks; ships, and barges. Develops storage
calculations and blending instructions specific to customer product
instructions. Coordinates the scheduling of oil movements for product
transfers in batches or cargos, via terminal tank inventory or pipeline
positions, with operational personnel. Provides for interface with customers
regarding product specifications and reported quality control data from
laboratories. Position will act as the terminal liaison, as necessary, with
customers and terminal scheduler to ensure product blend and delivery
schedules are met. Responsible for all product blend records to include
volumes of products processed; quality control/lab data, and verification of
accounting controls for proper billing charges. Maintenance of all
blend-mixing profiles for customer service. Cross-train and have working
knowledge of Operations Superintendent's duties including terminal scheduler
procedures and inventory control monitoring. Have working knowledge of all
major pipeline interfaces connecting terminal to both marine and pipeline
logistics. Provide month-end reconciliation of blended product through
transfers, storage, and distribution at the terminal. Demonstrate effective
supervisory and leadership skills to accomplish the major accountabilities
outlined above.

REQUIREMENTS:

College degree in Science, Economics, Business, or Engineering preferred.
Position requires eight (8) years of direct work experience related to
terminal operations; product scheduling, or product marketing. Training
should include API/ASTM oil blending measurement standards. Person filling
position should have above average competency with computer applications
involving use of Excel; Access, and Word software. Above average math and
Algebra skills are necessary. Position experience should reflect both verbal
and written communications skills. Interpersonal relationships require team
concept and willingness to problem-solve outside the position's area of
responsibility.
