           The American Recovery and Reinvestment Act of 2009 (ARRA) provided for premium reductions for individuals eligible for health benefits under the Consolidated Omnibus Budget Reconciliation Act (COBRA).  An eligible individual would pay thirty-five (35%) percent of their COBRA premiums with their employer paying the balance for a period of nine (9) months.  Employers would receive a payroll tax credit equal to the amount they paid towards COBRA.

           Originally, only those covered individuals involuntarily terminated between September 1, 2008 and December 31, 2009 (later extended) were eligible for the subsidy.  On March 2, 2010 the Temporary Extension Act of 2010 was signed by President Obama.  Several meaningful changes to ARRA were effectuated.

           First, an individual is now eligible if involuntarily terminated  between September 1, 2008 and March 31, 2010.  Second, also eligible for the subsidy are individuals who experienced a reduction in hours which triggered a loss of health coverage followed by an involuntary termination occurring on or after March 2, 2010 but by March 31, 2010.

           A further extension of the COBRA subsidy, beyond March 31, 2010, is likely.

Does Your Resume Show Your Age?

It's not an easy thing to do because I become attached to certain favorites and old reliables, but I know they're no longer relevant to the way I want to look so I let go and give them away.

Updating your resumé often requires the same "letting go" process. It can be difficult to delete even the oldest, most entry level job from your resume. After all, it's part of your story, a brick in the road that got you where you are today. But too much information makes it harder for hiring managers to focus in on the experience they're interested in, and like a skirt or necktie from a bygone era, obsolete job histories can make you look unnecessarily dated.

Here are six signs your resume is due for a makeover:

  1. Your resume leads with an objective. These openers communicate what you are looking for, but a hiring manager wants to know what's in it for him. Do you have the skills and experience to help solve the company's business problems? Replace your "objective" with a summary outlining your big picture accomplishments and the value you can bring to an employer.

 

  1. Your contact information includes your fax number. Nothing screams the 80s like a fax number. Chances are no employer will need to contact you by fax. Use that space to include the URL for your LinkedIn page or blog.

 

  1. Your dates of employment are all left justified. Having dates of employment to the left made sense in the days of the typewriter, when tabs were the only way to indent content. With Microsoft Word, text is much more malleable and you can make better use of your page space. Place employment dates after the company name save room for more important content, like all your accomplishments.

 

  1. The font on your resume is Courier 10. Courier 10 was all there was when all documents were created on typewriters. Now we have scores of choices. Pick something else.

 

  1. Your resume contains several personal attributes to describe you. If you are using adjectives such as loyal, detail-oriented, good communicator, or hard-working to describe yourself, please stop. These personal attributes are meaningless without tangible proof of them throughout your resume. The new rule is, don't tell me; show me. To do otherwise will suggest that you put your resume together during Clinton's first administration.

 

  1. Your resume states that references are available upon request. Well, who needs them? Hiring managers routinely check out candidates via Internet searches before they call them in for an interview. So your references are available online whether you want them to be or not. Ditch the statement about references and make sure your name "Googles" well.

Chief information officers say the information technology hiring picture is
improving for the second quarter and job hunters may want to focus their
efforts on the insurance and financial services sector, according to a
survey by Robert Half Technology.
Robert Half, a hiring firm, surveyed more than 1,400 CIOs across companies
with more than 100 employees. The upshot: 9 percent of CIOs plan to hire
more IT workers and 4 percent plan cuts. That net 5 percent gain is up from
the first quarter and year-ago outlook.
Bottom line: The IT hiring picture is improving somewhat, but the bulk of
companies plan no hiring changes.
However, what really caught my eye were the industries doing the hiring.
Simply put, if you're looking for IT work start pitching financial services
companies-the finance, insurance, and real estate sector. Here's the money

* 80 percent of technology executives are confident about their companies'
growth prospects in the second quarter.
* Recruitment and retention are becoming worrisome with 31 percent of CIOs

So your references are available online whether you want them to be or not. Ditch the statement about references and make sure your name "Googles" well.

Project Manager/Business Analyst



Support
Human Resources in the creation of a new operations/service center
through the management and execution of a variety of departmental
projects following standard PMI concepts and corporate standards. The
successful candidate is accountable for each project's planning and
implementation, including but not limited to, project
schedule/milestones, scope, budget, resources, risk management, project
status communication, issue escalation, project and process
documentation, training, and implementation of project according to the
business requirements. At the same time, will work with the Human
Resources' Project Management Office to ensure coordination with other
cross-divisional projects, maintain project documentation standards,
and facilitate central project reporting.
Job specific tasks include, but are not limited to:

Ø Develop a comprehensive execution plan, from start to finish, that will create new HR operations/service center.

Ø Integrate existing, independent processes that are currently spread
across multiple businesses into a cohesive operational plan that
promotes process efficiency, effectiveness, and provides built-in
back-up among the team members of the new operations/service center.

Ø For new processes and services, develop and document work flows,
procedures, and control strategies, ensuring that these new
processes/services are a part of the operations/service center's
cohesive operational plan.

Ø Document job responsibilities, assist management in identifying skill gaps, develop and execute training strategies.

Ø Develop a quality assurance and operational performance metrics plan.

Ø Design and execute testing strategies prior to the operations/service center going on-line, refining processes as necessary.
General Duties and Responsibilities

Ø Manages projects comprised of multiple sub-projects and tasks.
Evaluates project deliverable changes and determines their impact on
related and interdependent tasks and projects.

Ø In
coordination with the HR project management office, plans and manages
all aspects of a project including, but not limited to, scope,
execution, and budget.

Ø Builds project teams from multiple business units and defines roles and responsibilities.

Ø Develops detailed project plans. Ensures that sub-plans are built by
team leaders and that sub-plans align properly with scope, schedule and
budget.

Ø Monitors and controls project plans. Conducts
status reviews with various members of the HR management team.
Identifies variances and initiates corrective action to stay on target.

Ø Resolves and/or ensures appropriate resolution of all business and technical issues.

Ø Assists with the development and vendor procurement documents, if necessary.

Ø Works with HR management to identify and manage the risks associated
with the project and to develop and execute associated risk management
plans.

Ø Negotiates any and all changes in scope, budget,
and/or schedule with project owner, management and/or other appropriate
personnel.

Ø Performs analysis of schedule and ensures that
appropriate resources, human, physical and financial, are allocated to
the project to ensure successful and timely completion.

Ø Maintains effective communication with project owner, management, the project team, and the HR Project Management Office.

Required Skills:

Strong customer service/customer relations orientation;

Ø Excellent analytical and problem solving skills;

Ø Excellent planning and organizational skills;

Ø Proficient in MS Word, Excel, Powerpoint, Project, and Visio

Critical Skills:

Ø
A minimum of a Bachelor's degree in business or an IT related field and
a minimum of 5years of work experience in project management and
business analysis, operations management, or quality management;
Ø Strong business knowledge and the proven ability to apply project management skills across a broad range of businesses;

Ø Excellent communication and interpersonal skills including listening
and observation skills, interviewing/questioning skills, meeting
facilitation skills, and writing skills, across all levels of staff and
management;

Ø Ability to work well in a team environment, as
both a leader and as a member, complete assignments independently, and
manage multiple responsibilities

Preferred Skills:
PMP Certification preferred
Working knowledge of HR operations a plus.

Education/Certifications:
A
minimum of a Bachelor's degree in business or an IT related field and a
minimum of 5years of work experience in project management and business
analysis, operations management, or quality management
