Job description
Under direction of both the Chairman and CAO, the Chief Financial Officer (CFO) is responsible for the financial administration of the Department. These responsibilities include financial planning, income forecasting, budget development, and monitoring the professional and technical revenue cycles. The CFO makes fiscal recommendations and monitors financial trends, both revenue and expenses. As a member of the Department's senior administrative and management team, the CFO works closely and collaboratively with the Chairman and CAO to develop clearly delineated operating principles and goals to ensure the delivery of optimal clinical service and quality patient care in a cost effective manner. The CFO develops and secures outside service contracts for the Department within the guidelines of the UCLA Health System and the University. The complexity of integrating the clinical, academic, and research missions of the Department results in close collaboration between the CFO, faculty, and many other departments within the UCLA Health System.

The CFO is responsible for management of the outside professional billing company, Anesthesia Business Consultants (ABC). S/he develops and manages a centralized financial review and reporting system to effectively monitor and administer all departmental income and expenditures, and to anticipate and budget for current and future needs. This responsibility includes the establishment of policies and procedures for control and evaluation of the financial performance; development and management of budgets, including the allocation of expenditures from the Department's Medical and Basic Science Compensation Plans, Contracts and Grants, Gifts and Endowments, ICR, Sales and Services, and State funds. The CFO develops tools to assess the financial performance of the Department's research activities and implements procedures to address fiscal issues pertaining to these research activities. The CFO assures that all contract and grant applications are reviewed for compliance with University policies and various funding agencies; coordinates efforts in meeting grant and contract deadlines; and ensures effective liaison with the Office of Contracts and Grants Administration. The CFO has fiduciary responsibility for maintaining accurate financial records, management reports and budgets. The CFO has financial management responsibility for both the Westwood and Santa Monica campuses, as well as other potential off-campus partnerships.
Desired Skills and Experience
Five to ten years of experience in financial management. Masters in Business Administration strongly preferred. Understanding of the demands of a competitive managed care market as they relate to the complex business and service operations of a clinical department within an Academic Medical Center. Experience must include successful financial management of multiple fund sources and department budgets. Detailed knowledge of financial analysis, planning, preparation, and administration for budgets with multiple, complex funding sources. Skill in projecting, analysis, and monitoring cash flow, and income and expense trends on the basis of existing revenue and cost data. Skill and knowledge in data and statistics to prepare complex analytical financial reports. Ability to substantially contribute to strategic planning initiatives. Ability to correlate available fiscal resources with departmental programmatic needs. Demonstrated skill in resolving complex personnel and financial issues that involve interpretation and application of established policies and procedures. Demonstrated skill and ability to make oral group presentations to provide information or explain policies and procedures on personnel and financial issues. Skill in negotiating, exchanging ideas, information, and opinions with others to formulate policies and procedures and/or arrive jointly at decision, conclusions, or solutions. Skill in analyzing information, problems, situations, practices, or procedures to define the problem or objective, identify relevant concerns or factors, identify patterns, formulate local and objective conclusions, and recognize alternatives and their implications. Working knowledge of UCLA policies and procedures.
