The position will be located in New York, New York. The successful candidate will be responsible for the administration and management of the full range of complex subcontracts negotiated with outside sources.  Responsibilities include the following: • Prepare requests for proposal (RFP) • Proposal evaluation, price-cost analysis preparation, source selection lead • Represent Riverside Research throughout the period of subcontract proposal evaluation, source selection, negotiation and award. • Responsible for teaming and non-disclosure agreement preparation and finalization • Surveillance over subcontractor performance life cycle including subcontract closeout. • Development of subcontract terms and conditions to accurately reflect company needs and assure compliance with corporate and prime contract flow-down • Maintain contact with senior project management regarding the performance and management of subcontractor • Participate in project review meetings, as required • Develop and maintain subcontract reports, such as the contractually mandated subcontract awards report required under Federal Acquisition Regulation clause 52.204-10 (Reporting Executive Compensation and First-Tier Subcontract Awards) • Take the lead in development, negotiation, management and, the reporting related to Small Business Subcontracting Plans • Prepare and maintain subcontract files, extensive and detailed enough to permit informed decision-making by management. • Ability to take a leadership position in a program team environment and apply ingenuity and innovation to develop solutions to complex subcontracting issues. • Participate in and support proposal efforts requiring Subcontractor(s) • Ability to determine priorities and to proactively engage with internal program manager/contracts group. Ability to assume the lead when dealing with matters of subcontractor cost, performance and schedule. • Other duties as assigned  Qualifications • A Bachelors degree with at least 6 years or related experience • Must be able to qualify for a DoD security clearance • Strong working knowledge of FAR / DFARS, terms and conditions and related regulatory requirements • Subcontract administration to include experience with IDIQ-task order directed, time & material/labor hour, firm-fixed price and cost reimbursement type subcontracts • Essential skills are experience in the development of requests for proposal (RFP), review of Statements of Work (SOW), cost-price analysis, proposal evaluation, negotiation, prime proposal support and cradle to grave subcontract administration • Ability to work independently, under pressure, to meet tight deadlines • Must have excellent written and verbal communication skills, be well-versed in issues related to procurement, good organizational skills with strong attention to detail and an in-depth understanding of business practices, analytical methods, and accounting and finance principles • Experience working with federal contract law • Requires the ability to build and maintain effective business relationships with internal and external customers. • Must possess the ability to provide leadership in developing and communicating new concepts; apply them accurately throughout an evolving environment; organize, schedule and coordinate multiple work phases; determine the appropriate approach at the task or project level. Must possess: (1) the ability to develop innovative solutions to a variety of complex problems; (2) excellent interpersonal and leadership skills to influence and guide employees, managers, suppliers and other external parties; and, able to work extended hours and travel as required. • Working knowledge of and/or experience with CPSR compliance • Strong skills in Microsoft Office Suite  All positions at Riverside Research are subject to background investigations.
