Minimum Experience/Knowledge/Skill:
. 5 years of project management experience including a large
multi-year multi-million dollar IT Project required.
. Experience implementing a large utility IT project or utility
billing system preferred.
. PMP Certification required.
. PgMP Certification preferred.
. BS in Engineering or related field preferred.
Duties / Responsibilities
. Develops plans and coordinates the implementation of multiple,
large and complex information technology projects.
. Manages all phases of the development of the
information technology project including project design, implementation,
hardware and software integration, initial operation and continuing
performance evaluation and improvement.
. Functions as liaison between stakeholder
agency management, project team members and MOIT. Leads teams of technical
IT staff on project assignments.

. Administers contracts including contract

state-of-the-art technological advances to devise the most efficient methods

. Develops program performance measures to track
the efficiency and effectiveness of the project, evaluates measures to
determine compliance with stated deliverables, runtime, variances, use of
system resources, and system capabilities, etc.
. Develops and prepares comprehensive narrative,
statistical and graphic reports concerning operational and project analyses,
evaluations, and recommended courses of action for presentation to
management.
. Assists in facilitating implementation of new
systems and/or procedures; may install and train personnel in application;
monitors process to ensure procedures followed.
. May develop and apply time and cost networks
such as Program Evaluation and Review Techniques (PERT) to plan and control
large projects.
