Summary:
Qualified Person(s) to assist
in the preparation of conceptual Cost Estimating tasks within general
construction, heavy construction and design project areas. Prepare preliminary
and final cost estimates; analyze Consultant and /or Contractors' proposals/
bids to ensure that all elements have been properly addressed; develop labor
hour estimates; prepare cost estimates for Additional Work Orders or
modifications; be able to negotiate additional or credit work orders; monitor
monthly actual cash flows versus planned expenditures; prepare monthly project
cost control reports; forecast final project costs; and research equipment and
material costs.
Description of Work:
Provide Cost Estimating
Engineering Services to the Manager of Cost Estimating as an extension of
Company staff. Will be required to interact with in house Design and
Construction Personnel; The Consultant shall be responsible for the development
and preparation of Cost Estimates and various miscellaneous in-house designed
projects. The consultant shall prepare, maintain, modify and revise cost
estimates for any and/or all deliverable aspects of the project including but
not limited to studies, conceptual design options, preliminary design, final
design, prepare and negotiate estimates for Additional I Credit Change Orders in construction and contractor
construction bid packages deemed necessary for the overall budget management of
the project. Cost estimates shall be prepared in a spreadsheet format in
accordance with Company procedures and policies.
Qualification Requirements:
Have a comprehensive
knowledge of construction methods and must be familiar with all current global
techniques for estimating. A strong written, verbal and interpersonal
communication skill is required. Minimum 10 years Cost Estimating Experience
preferred, but will review other qualified candidates with Conceptual Cost
Estimating Techniques in a. Signals/Systems/Communications b. Civil/Structural c. Architectural/Structural and d. Electrical/Mechanical.
Experience Requirements:
Multi million dollar
estimating experience in mass transit and/or heavy rail industry is preferred.
Previous experience as a Construction Cost Estimator in a:Signals/Systems/Communications Discipline, b. Civil/Structural Discipline
c.Architectural/Structural d. Electrical/Mechanical and to possess
estimating expertise in the following construction methods: Subsurface
construction, tunneling, Cut and Cover Construction, Mining Operations,
Underpinning and Structural Support technologies, DeWatering, Concrete and
Structural Steel Construction, Communication Based Train Control, Public Address
Customer Information System, Sonnet A TM, Automatic Train Supervision, Advanced
Communications System for Rail Transit, Electrical and power Systems, Signal and
Systems.
a.
Signals/Systems/Communications Estimator: Strong background in Signal/Systems/Communications
Cost Estimation.
b. Civil I Structural Estimator: Shall be familiar with concrete,
steel construction, utility work, as well as architectural finishes and pre-fab
items. The candidate should also be able to estimate deep excavations for a
variety of materials and all forms of "support of excavation" including steel
decking & support.
c.
Architectural/Structural Estimator: Strong background in Conceptual Cost Estimating
within general construction and projects in design.
d. Electrical/Mechanical
Estimators: Strong background in
Electrical and Mechanical Cost Estimation.
