SCOPE OF THE PROJECT:
Serves as the Enterprise Architect for the Medicaid IT Services group (MITS). MITS provides operational support for the Medicaid Eligibility Determination System (MEDS), Eligibility & Enrollment Member Management (EEMMS) system, and the Medicaid Management Information System (MMIS) with the client in South Carolina. Services include application development and maintenance, quality assurance, project management, and business application support functions.
DAILY DUTIES / RESPONSIBILITIES:
Provide an enterprise perspective that guides current technology investments for MITS. Serve as a technical expert, trusted advisor, partner and guides leadership to ensure coherent execution of the technology investments to fully enable the success of the enterprise strategy.
Develop proposals and recommendations that reflect strong thought leadership that enable better understanding of issues affecting the organization, proactive management of risks and cost, and increase our ability to support our customer in the MEDS, EEMMS, and MMIS systems.
Reviewing all project management artifacts following the practices and guidelines from PMI's PMBOK, developing and maintaining all required project documentation, serving as an liaison to customers, reviewing and analyzing the business and technical environments, supervising implementation activities, ensuring that project plans and schedules are established and maintained, ensuring that deliverables are completed timely and accurately, coordinating with vendor management, conducting formal presentations, coordinating with all project stakeholders, ensuring that appropriate program level and project level controls are instituted, developing federal documents, procurement documents, and status documentation.
Provide or coordinate the development of enterprise level architectural artifacts that: depict current, transitional and future states, provide actionable guidance and a clear path forward, and give stakeholders, business partners and IT partners the visibility and foresight they need to proactively manage key technology investments, risks and initiatives.
Provide guidance, road mapping and consulting services. Apply enterprise principles, strategies, standards, and patterns to specific enterprise level concerns and provide insights and recommended options to leadership.
Influence, consult with and build collaborative working relationships.
Contribute to the development and communication of enterprise principles, strategies, standards, and patterns to most effectively guide technology decisions.
REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE):
Experience with IBM Curam.
At least 10 years of IT experience, with at least five of those years including direct, solution-focused architecture experience.
Knowledge of the healthcare industry.
PREFERRED SKILLS (RANK IN ORDER OF IMPORTANCE):
Five years of experience managing and leading Medicaid Eligibility or MMIS systems.
Able to demonstrate thoughtful leadership and strategic thinking skills.
Must be able to demonstrate an aptitude in leveraging business knowledge to create IT strategies from business need and drivers.
Must be collaborative with the ability to work in cross-functional project teams on legacy systems and open systems.
Excellent communication skills- including verbal, written and presentation necessary. Active listening skills are required.
Strong influencing and consultative skills.
The ability to proactively identify and resolve issues and opportunities.
