Valeant is currently seeking a Director of IT Business Solutions to join its US headquarters in Bridgewater, NJ.

The Director of IT Business Solutions primary responsibility is to oversee the streamlined delivery and support of applications to the enterprise in an efficient and cost effective manner – with a strong focus on the customer. This includes the delivery and support of purchased as well as custom built applications to support the entire business community including manufacturing, sales, R&D, quality, finance, engineering, facilities, HR, legal and IT across various sites. The management of the project management and business analysis resources to deliver the aforementioned solutions will also be under the responsibility of the Director of IT Business Solutions. Ensure that the business leverages existing applications and technologies to the fullest.

This position will oversee the entire IT project portfolio and assist the leadership team in the selection and prioritization of projects based on business strategy alignment and resource availability.

The Director of IT Business Solutions will plan, coordinate, direct, and design all application development, support and delivery activities of the IT department, as well as provide direction and support for IT solutions that enhance mission-critical business operations. The Director of IT Business Solutions will work closely with decision makers in other IT and business departments to identify, recommend, develop, implement, and support cost-effective technology solutions for all aspects of the organization.

Responsibilities:
• Formulate and deploy long-term strategic plans for acquiring and enabling efficient and cost-effective development, implementation, delivery and support for applications throughout the enterprise.
• Manage the SDLC lifecycle ensuring Validation, SOX and change management processes are adhered to.
• Ensure effective communication with the business areas in the area of prioritizing projects and changes as they related to supported applications.
• Ensure strong knowledge and understanding of current business processes, priorities and applications in all business areas via business area specialists. Assist business in determining how IT can support them in meeting business objectives.
• Measure and improve business solution satisfaction and utilization.
• Leverage existing IT application and technology portfolio to solve business automation problems creatively before adding to the application portfolio.
• Making effective buy versus build decisions with long term cost implications in mind.
• Manage application development and support as well as delivery groups operational and strategic planning, including business requirements, project planning and delivery and organizing and negotiating the allocation of resources.
• Ensure project management and project selection methodologies are implemented and meet the business and IT requirements to roll out new solutions and services. Train IT staff on methodologies and manage adherence across groups and sites. This includes negotiating and documenting SLAs (both internal and external), defining Key Performance Indicators (KPIs) for the various IT teams, performance/quality management, and managing outsourced relations.
• Responsible to coordinate identification of new and innovative opportunities to develop business, grow revenue or reduce costs, and rationalization of all opportunities.
• Provide leadership to the Business throughout the Project Proposal, Evaluation and prioritization process and project planning and budgeting process.
• Coordinate the Business in providing solution leadership including alternatives analysis and recommendations of right sized and innovative integrated solutions. This includes the development of all detailed requirements and any potential vendor request for proposals (RFPs).
• Ensure all approved projects are resourced, scheduled and properly initiated prior to commencing the development life cycle.
• Provide oversight, governance, and quality management (including issue resolution and escalation management) to Business on Program/Project development & implementation.
• Participate in the Incident, Problem and Change Management processes from an application support perspective.
• Where necessary, re-engineer processes to ensure services align with business processes, tactical planning, and strategic vision.
• Define and communicate project milestones, service level agreements, and resource allocation to IT leadership team, department leads, support staff, and end users.
• Develop, review and manage budgets for and from IT departments to ensure they comply with stated goals, guidelines, and objectives.
• Review performance of Applications to determine operating costs, productivity levels, and upgrade requirements.
• Benchmark, analyze, report on, and make recommendations for the continuous improvement of IT processes and IT applications so that they remain aligned with business goals and process maturity.
• Ensures processes are well documented
• Implements a system to track and report on KPIs, SLAs, and other performance management statistics as needed
• Ensures timely and professional services are provided to the end users and business units accordingly to established expectations
• Conducts user satisfaction surveys
• Designs/enforces documentation standards
• Develop bid requirements for all hardware and software upgrades, reviews submitted bids for compliance with stated requirements, and makes the appropriate award.
• Develop business case justifications and cost/benefit analyses for IT and Business spending and initiatives especially as it relates to projects.
• Direct research on potential technology solutions and implementations in support of new initiatives, opportunities, and procurement efforts.
• Develop and implement all IT policies and procedures, including those for application development, support, and project delivery.
• Ensure compliance with SOX/GMP regulations and internal procedures that align with the aforementioned regulations.
• Work with other IT leadership, QA, Finance and Internal Audit to ensure compliance processes are streamlined – efficient, effective and sustainable and automated were possible.
• Oversee negotiation and administration of vendor, outsourcer, and consultant contracts and service agreements.
• Manage IT staffing, including recruitment, supervision, scheduling, development, evaluation, and disciplinary actions.
• Ensures training plans and records are up-to-date for personnel in the group.
• Establish and maintain regular written and in-person communications with the VP of IT, department heads, and end users regarding pertinent IT activities, project statuses, service level agreements, and IT metrics.
• Supervise and ensure the efficient operation of the application support team.
• Work with stakeholders to define business and systems requirements for new technology implementations.
• Ensure the efficient utilization of IT resources – including personnel, funding and equipment – across the organization and across projects.
• Ensure standardization of IT policies, procedures, hardware / software and application standards across sites is achieved.
• Ensure sound Software development practices are in place and being followed.
• Conduct system feasibility studies and testing.
• Other responsibilities, as required
Qualifications:
• University degree in the field of computer science, information systems or business.
• Project Management Office experience an asset, including strong understanding of the project development life cycle.
• Prior successful experience in managing large (multimillion dollar) budgets and projects
• ITIL implementation experience, certification an asset
• Experience and proven track record relating to process development and implementation.
• Proven experience in IT strategic planning and development and policy development.
• Previous experience in the areas of Application Development and support
• Previous experience in IT procurement management and support
• Previous experience managing project managers and project portfolios
• Strong understanding of project management principles and tools
• Experience with systems design and development from business requirements analysis through to day-to-day management.
• Knowledge of business theory, business processes, management, budgeting, and business office operations.
• Demonstrated ability to apply IT in solving business problems.
• In-depth knowledge of applicable laws and regulations as they relate to IT and the Pharmaceutical industry.
• Strong understanding of human resource management principles, practices, and procedures.
• Strong ability to prioritize activities and excellent time management and organizational skills.
• Highly developed facilitation and negotiation skills, including an ability to foster strong relationships with and manage external parties.

Previous Experience:
• Minimum of 10 years related work experience.
• Minimum 2 years of working in a SOX and GMP environment asset
• Minimum of 6 years experience managing complex IT environments
• Minimum of 6 years experience implementing and supporting complex systems
• 5 plus years of formal Project management experience. Project Management certification an asset.
