Mass. unemployment benefits to vanish for 6,500

Massachusetts residents who've been unemployed longer than 86 weeks will no
longer be eligible for jobless benefits starting July 9, as a result of the
state's falling unemployment rate.
The change will lead to the loss of benefits for 6,500 unemployed residents
as of that date, according to the state workforce office. Another 13,500
residents are within 13 weeks of the cutoff — meaning that more residents
could be impacted soon if they're unable to find jobs.

Currently, residents can receive 93 weeks of unemployment benefits in total,
which includes both state and federal unemployment benefits.

But because the state's three-month unemployment average has fallen below 8
percent, the federal "extended benefits" portion has been reduced by seven
weeks, the state workforce office said Monday. The office said last Thursday
that the state unemployment rate has fallen to 7.6 percent, bringing the
state's three-month average to 7.8 percent.

Unemployment benefits in Massachusetts currently include 26 weeks of state
benefits, 47 weeks of federal emergency unemployment compensation benefits,
and an additional 20 weeks of extended benefits, said state unemployment
division director Judith Cicatiello. The extended benefits portion is
dropping to 13 weeks from 20 weeks, starting July 9.

A total of 185,000 Massachusetts residents are currently collecting weekly
unemployment benefits. Cicatiello said her office is looking to determine
how the benefits would be impacted by further drops in the unemployment
rate.

Position Responsibilities – Summary

As member of the Enterprise Delivery Center, this individual will be
responsible for design, architecture, development and maintenance of
applications within Legal and Compliance Systems Engineering Team.

In this role, the individual will participate in all development activities
to successfully deploy new systems and enhancements, and work with
colleagues and end users to design, develop and implement solutions to meet
business requirements.

Key Responsibilities:

· Lead architecture, design, implementation, deployment, and
advanced support efforts across all Legal and Compliance Systems
applications
· Manage a team of software engineers, which is a combination of
employees and vendor consultants. The vendor consultants can also be
located at vendor's offshore location. This task includes distribution and
assignment of work, and ensuring completeness of work across the team
· Work with business team members, project managers, and systems
analysts to review and qualify business requirements, functional
specifications, use-cases, and test plans
· Assist the project manager with the resource allocation, task
distribution, delivery management, risk management and coordination of
releases.
· Use distributed computing and enterprise messaging technologies to
build seamless data movement between the Compliance systems and
non-Compliance systems such as the Trading and the Portfolio Management
systems.
· Work closely with the Enterprise Architecture team to get approval
for the architectural changes and upgrades being made in the Compliance team
and ensure that the Compliance systems work is aligned with the strategic
direction of the Enterprise.
· Create data models to support the Compliance applications and
build the database applications to Extract, Transform and Load data into
various databases and data models.
· Design, prototype and author code for software components and
applications based on functional specifications
· Ensure the adherence to established code-quality standards within
the Legal and Compliance Systems development and QA teams, such as
Continuous Integration, Code Reviews, and all required release documentation
· Modify and enhance existing systems to incorporate new
functionality and to optimize them for performance
· Provide advanced production systems support including monitoring,
trouble-shooting and fixing problems as they occur
· Work with other software engineers to design and implement
application features, user interfaces, batch processes, and business
functionality enhancements
· Work across teams such as with middleware, database, and
architecture teams to coordinate and facilitate production releases of Legal
and Compliance Systems applications
· Author architecture, technical design, and support documentation

Required Skills and Competencies:

· Proven leadership, technical, design, and systems analysis skills
· Ability to manage and mentor small to medium-sized engineering
teams with a minimum of two years of experience managing complex projects.
· At least three years experience working with enterprise messaging
such as the MQ messaging system and distributed computing platforms.
· At least seven years of strong Data modeling and design experience
· 6-10 years of proven object-oriented software design and
development experience in Java-based technologies
· 6-10 years of proven software development experience with
browser-based applications and technologies
· At least seven years of experience and expert-level proficiency at
Database development in Oracle
· 5+ years of proven experience with such technologies as web
services, XML/XSLT, Struts, Grails, log4j, ANT, Spring, AJAX
· Experience using and deploying to industry-leading application
servers such as Tomcat or BEA WebLogic 9.x
· Working knowledge of ETL tools such as Datastage is a plus
· Knowledge of the Investment Compliance process and Compliance
rules execution a strong plus

· Experience with iterative software development methodologies, such

· At least 10 years of professional writing experience, including at

· Strong understanding of investment concepts and market and
economic trends. Ability to translate complex financial concepts.
· Ability to work collaboratively with a wide range of internal

Keys to this Position:
1. We need someone with extensive experience writing for institutional
marketing -- very complex, detailed, sophisticated content development such
as white papers, speech writing, and "thought leadership" pieces.
2. The writer needs to be very knowledgeable about institutional
investments and this person will be meeting face to face with their
investors so needs to know how to speak their language and be articulate.
3. Writers may have worked for large investment companies such as MFS,
State Street Global Advisors, Pyramis (the Institutional side of Fidelity),
Eaton Vance, S&P, GMO, Goldman, JP Morgan Asset Management Etc. We will also
