For the Program and Project Manager postions we are looking at rates from $80 - $110 to the independent consultant. If we can find an ideal candidate with extensive expereince in organizational change managment we are willing to go to the client and try to obtain a higher rate. For the organizational change managment position, the candidate should have this as the major focus of thier career over the last 15 years and be considered and expert in the field who can work with all levels of the organization from the CEO to a clerk in the call center.

I'm doing a search for a client, a large financial institution, that is trying to hire an infrastructure architect for a full time position on staff in NYC.
This is a summary of what they are looking for and what you will be doing:
Participate and assist senior architects in the design, development and implementation of architectural deliverables, to include components of the assessment and optimization of system design and review of user requirements. Contribute to the determination of technical and operational feasibility of solutions. May be called upon to develop prototypes of the system design and work with database, operations, technical support and other IT areas as appropriate throughout development and implementation processes. Serve as a technical resource; provides tech knowledge and capabilities as team member and individual contributor. Will not have direct reports but may influence and direct activities of a team related to special initiatives or operations. May provide input on staffing, budget and personnel.
Responsibilities:
· Work with Architecture team with a focus on Infrastructure.
· Assist LOB with Enterprise Architecture exception requests. Ensure requests are complete and appropriate.
· Keep track of ongoing LOB IT service requests. Flag and report items inconsistent with architecture direction and policy
· Track various programs and projects to ensure compliance with Architecture direction and policy:
· Declining and Not Permitted Software and Hardware remediation
· Data Center Migration activities
· Migration of currently stand-alone databases to shared database clusters
The base salary will be between $140000 and $150000 + bonus (total comp between $180000 and $200000).

benefit management experience, understands the claims process, has managed
application development group (like Java software engineers) and experienced
in developing and delivering applications using SOA strategies and
architectures. Senior level person who has managed multiple directors and
has managed business side of healthcare applications: pricing, marketing,
claims processing, finance, hr, etc. Experience with corporate process
systems, e.g., clinical applications, prior authorization, government
reporting (to Health and Human Services (HHS) monitoring division called
CMS)
SUMMARY:
Our client is seeking a Vice President of Applications who will be
responsible for providing leadership, planning, and execution for all of
software development initiatives. The successful individual will oversee
the entire technology development process, from partnering with the business
stakeholders to developing cost justifications and negotiating requirements
to planning, implementing, testing and supporting all software development
initiatives for both internal and external customers. The successful
candidate will be responsible for setting and enforcing development standard
toolsets and best practices. This position will have multiple Directors and
senior architect positions reporting to it.
Essential Functions include analyzing and recommending buy versus build
decisions; maintaining control of development cycle, development testing,
software release, and source control functions. Setting and enforcing
development standard toolsets and best practices; Creating and managing
development timelines and project plans. Maintaining close involvement with
software testing and QA procedures; working with outside auditors to support
external auditing function. Hiring, managing, and mentoring staff, and
conducting performance reviews and implementing business processing
applications in support of strategic and tactical business needs.
QUALIFICATIONS:
. Undergraduate degree in Information Systems. Advanced degree such
as MBA or MS Computer Science.
. Must be able to manage senior level technical resources and senior
level managers.
. Strong knowledge of and experience with enterprise application
development & delivery.
. 10+ years in-depth experience and hands-on design & development
experience using Core-Java, J2EE, and Middleware technologies
. 10+ years of experience in designing, building, and supporting
complex, distributed systems
. 10+ years of experience in managing an application development
team in a fast-paced, corporate environment
. 3 - 5 years of experience developing and delivering applications
using SOA strategies and architectures
. Use of N-tier architecture and industry standard web-based
development platforms
. Full life cycle project management of managed care information
systems.
. Strong project management skills, including a history of success
in business development, client relationship management, and managing
interdisciplinary teams to meet project milestones and demanding performance
metrics.
. 3 - 5 years of experience managing and working with offshore
vendors
. Experience with implementing applications requiring high
availability
. Solid understanding and extensive experience with multiple
software development methodologies, i.e., Agile, RUP, Waterfall et al
. Demonstrated use and knowledge of various quality
programs/standards and Project Management processes (PLC, SDLC, etc.)
. Framework experience with Struts and Java Server Faces
. 3 - 5 years of experience in working with Oracle DB solutions and
Oracle tools.
. Must be a team player, able to work closely with cross-functional
development & infrastructure groups.
. Excellent verbal and written communication skills required to
effectively interface with internal/external customers.
. At least seven years of health care or insurance industry
experience;
. Must regularly think about leverage, reusability, maintainability,
reliability, availability, usability, etc.
