* Provides diagnostic and expertise to coordinate problem determination and solution, including vendors and manufacturers, across the full range of Client server/distributed system IT environment.
* Analyzes business requirements, recommends platform changes, writes technical specifications and implements platform and system changes to address changing application requirements.
* Determines strategy and supports platform-to-network connectivity and interfacing to assure stable integration of Client server/distributed system IT environment.

Qualifications:
* Required: Bachelors in computer science or related field (or equivalent experience); 6-10 years technical experience with Oracle Database administration on midrange platforms and Local Area Networks;
* Excellent verbal and written communications skills; SQLNet, Oracle Networking Tools: Net 8 Assistant Enterprise Manager, License Manager, Server Manager; SQLPlus, SQLLoader Utilities; Oracle License Certification.
* Desired: Have strong experience with specified applications;
* Knowledge of BMC monitoring tools; Experience in report writing tools, such as Crystal; 2 tier and 3 tier environment structure;
* Have coded applications in Oracle PL/SQL, Oracle Pro*C, C/C++, Java; Experience with SQR and COBOL programs and source/run libraries; Strong coordination, facilitation, consultation and conflict resolution skills; Experience leading information service projects

Position Summary
This position ensures that proposal bills of material (BOM's) are properly costed to enable successful submittal of proposals; submits proposal guidelines to the Commodity Managers and audits costed BOM's to ensure that all required materials are included; evaluates business forecasts and pinpoints any areas of vulnerability for company requirements.
Duties and Responsibilities
* Lead activities for material proposal submittal.
* Create, and gain acceptance of, a vision and corresponding road map for continual improvement of the Bid & Proposal (B&P) processes within the supply chain procurement function, ensuring consistency
* Lead supply chain life cycle management of projects from B&P through shipment to the customer
* Management of Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS) and government procurement rules and regulations, including various government procurement features such as Indefinite Delivery, Indefinite Quantity (IDIQ), Time & Material (T&M), Cost Plus Award Fee (CPAF), Firm Fixed Price (FFP), Blanket purchasing, and General Services Administration (GSA)
* Advise Program Management of pricing rules, obligations and risks; compile and analyze data; and maintains historical information
* Position will assist Business Development with Strategic Capture Planning and pricing strategies, including development of "price to win"
