Description of Work: Provide Cost Estimating Engineering Services to the Manager of Cost. Will be required to interact with in house Design and Construction Personnel; The Consultant shall be responsible for the development and preparation of Capital Project Cost Estimates for the Capital Program, and various miscellaneous in-house designed projects during the planning and design phases of the project.
The consultant shall prepare, maintain, modify and revise cost estimates for any and/or all deliverable aspects of the project including but not limited to studies, conceptual design options, preliminary design, final design, prepare and negotiate estimates for Additional / Credit Change Orders in construction and contractor construction bid packages deemed necessary for the overall budget management of the project.
Cost estimates shall be prepared in a spreadsheet format in accordance with procedures and policies. Cost estimates shall be prepared, itemized, rolled up and summarized in a spreadsheet format using a Work Breakdown Structure to be determined by the Cost Estimating Division.

Description of Work:
The Consultant shall provide engineering support services and/or construction support services for various Signal and Train Control contracts.
The Consultant shall perform the following activities:
The Consultant shall provide inspection support services for work related to signal modernization construction under the supervision of the Construction Manager or designee.Complete daily reports of Contractor activities and compliance to Contract requirementsMonitor compliance of all safety and quality requirements based on the Client's standards and the Contract requirementsPerform the duties of the "Engineer in Charge" for bulletins and general orders; set-up of flagging and monitoring work train movements.Review Shop Drawings submittals for the signal equipment, messengers, cable chases/trays, enclosure layouts, installations, etc. for conformance to Client's standardsLog and track submittals to and from the contractor.Attend and participate in project progress meetings.Prepare responses to Requests for Information (RFI's).Conduct field surveys; prepare reports and scope of work, including design details.Track and coordinate correspondence.Develop and coordinate responses for various requests and reports
Qualification Requirements:
A high school diploma or equivalent, and ten (10) years experience in railroad signal engineering, maintenance, circuit design, or installation; or a baccalaureate degree in electrical engineering or a related field and six (6) years railroad signal experience.A practical knowledge railroad's signal systems is highly desirable.Ability to communicate clearly, both verbally and in writing, organize project information and prepare reports.Ability to work independently with minimal supervision.
Experience Requirement:
Experience in railroad power operated signal engineering work, in signal maintenance, circuit design, or installation supervision, with either ten years experience with a High School diploma or six years experience with a baccalaureate degree in electrical engineering or a related field. At least six years of this experience must have included specialized experience in signal inspection and/or other engineering support, on construction and/or design projects. Expertise in signal system design and construction Expertise in conventional (trip stop) signal system or in signal systems such as Communication Based Train Control (CBTC), Solid State Interlockings (SSI) or Positive Based Train Control (PTC) is preferableExperience with record, submittal and document preparation using MS-Word, Excel, Access and PowerPoint. Ability to clearly write, verbally communicate and organize project information and reports
Special Skills/Training Requirements:
One day Transit Track Safety Training Course is required prior to participating in work on or near the wayside, and maintaining this qualification for the duration of this assignment

Respirator Qualified (required at some work sites), and certifications updated yearly at no cost to Client. The Consultant shall provide safety shoes at no cost to the Client, which must meet Client's guidelines and specifications when participating in any activities located on the Track or wayside.

Job Description
Duties of the Analyst include, but are not limited to: interviewing stakeholders and system developers in order to generate software Interface Design Documents (IDDs).
Approximately 15 IDDs of low to medium complexity need to be generated. Most of these IDDs are to document the interfaces to the Client's existing systems. Some are for new systems and interfaces which are being developed. The interface types include file transfers, database read/write, and inter-computer. These systems are of the business and scheduling nature, not scientific nature.
The Analyst must be able to evaluate the information provided by the system developers to determine if sufficient technical detail has been provided to generate an IDD.
The Client has created an internal Data Item Description (DID) for these IDDs which was based on (and improved upon) existing DID. The Client has also created an IDD document template in Microsoft Word. At least one of these IDDs has been completed (using the DID and template), and can be used as a guide for the remaining IDDs.
Qualifications Requirements: B.S. in Electrical Engineering or Computer Science.
Experience Requirements:
Software design, including writing Software Requirements Specifications, preferably with real-time embedded systems.Software development, preferably with real-time embedded systems.Software interface design and implementation.Relational database design (for example ORACLE or SQL Server)

The candidate will contribute to project design activities, including:

Specific responsibilities include:
Lead and/or support stakeholder workshops and interviews to understand existing processes, capture business and stakeholder needs and requirements, and review developed design materials. Coordinate sessions; contribute to development of materials (presentations, charts, text, etc.); assist with facilitating sessions; and take careful notes and minutes.Contribute to the analysis of stakeholder input and the development of planning and design documents, including Concepts of Operations, User Requirements, and System Architectures. Qualifications Requirements:
