This strategy has always been in place. Many companies do promote from within. It's good to know you have a promotional track.  Sooner or later a job opens up that does have to be filled from the outside.

We have to take all this information with a grain of salt and not get bogged down from it.

Marc,
I doubt that HR cooked this one up. Sounds more like something senior senior management insisted upon, but HR does frequently get blamed for this. And perhaps some spineless HR person didn't stand up and say "No!"

Some HR people think that to save their own jobs they have to "go along to get along." In reality, most of the managers I've worked with over the years respect their HR managers more when we say the things that we know management may not want to hear. One of HR's roles is to be the conscience of the organization.

Looking for someone with 3+ years Help Desk/Desktop support and problem
resolution experience.

Key Responsibilities:

Manage problem resolution activities and responsibilities across the
enterprise:
. Define and declare ownership of problems and monitor progress.
. Review Sev-1, Sev-2 and Code Orange issues
. Track Open Issues from problem incident through root cause analysis, issue
resolution, and to prevention of recurrence.
. Identify reoccurring issues, analyze and define trends.
. Stewardship of the feedback loop. Work with IT Infrastructure teams as
well as internal business partners to discover and put into action
suggestions for process improvements.
. Provide meaningful input of problem prevention measures into the change
management process. Work with the IT Infrastructure teams to ensure that
lessons learned are put into Change Requests so mistakes are not repeatable
occurrences.

Coordinate problem management processes with Change Control and IT
Infrastructure:
. Ensure appropriate IMP submissions, executable test plans and the
appropriate sign off process.

Policy and Procedures:
. Set appropriate policies with all stakeholders
. Conduct periodic review of process and standards including SLA's and OLA's
. Define severity levels and actions

Coordinate Communication:
. Central point of notification for the senior leadership team,
. Coordinate communication with affected disciplines, departments, business
units, and external clients via the appropriate channels.

Facilitate Reporting:
. Publish availability metrics and availability reporting
. Focal point for definition, direction and style of reporting which will be
collected from feedback from IT Infrastructure, Business Partners and Senior
Leadership members.
. Post resolution Incident Reporting
. Maintain historical issues logs

On call Duties:
. This position requires a rotating on call duty to provide 24x7 coverage.

QUALIFICATIONS:
. Minimum of three, typically four or more years experience working in a
customer service environment handling customer escalations
. At least one year of project management experience
. Experience working with a windows based desktop, Microsoft Office, and
other PC based software
. Experience with a server farm environment, clustering, Oracle and SQL
databases, transactional monitoring, a plus
. Working knowledge of the Remedy application or equivalent
. Experience with the ITIL methodology preferred
. Excellent communication skills
. Excellent customer service skills with solid experience delivering quality
customer service via phone and face to face interactions.
. Excellent written communication skills
. Excellent active listening skills
. Ability to work independently
