Group Manager Provisioning Access & Information Security Administration . $150-180K + bonus in Jersey City, NJ
Responsibilities
The Group Manager Provisioning & Security Access manages and directs a specific function within the Systems line of business for the provisioning of new and existing worldwide end users access of IT applications. This individual has direct oversight of the high volume activity, consistently complex issues and/or high level risk and exposure items that have a significant impact on the achievement of the objectives of the department and potentially the Systems Division.
1. Productivity/Quality - Ensure the smooth, effective operation of the function. This includes proper product delivery, proper escalation and resolution of high exposure items, maintain the proper balance of cost, control and client service, and maintaining proper standards and controls.
- In conjunction with the Division Manager, develop, maintain and achieve an integrated Business Plan for the function, which aligns organization structure, systems priorities, budget, management reporting and job descriptions.
2. Leadership/Staff Supervision - Develop employees by providing training, mentoring, performance management, succession planning as well as appropriately challenging assignments and assistance with career planning.
- Partner with Human Resources on recruiting, hiring and orientation.
3. Technical - Ensure standard of suite of products is competitive, strategic, well defined and critical to our clients.
- Develop, maintain, and increase the knowledge and skills essential to performing the job and at the quality required.
- Solve job-related problems and perform the technical responsibilities of the job with a high level of competence.
4. Client Focus - Oversee total customer satisfaction by ensuring responsiveness, flexibility and follow-through with all requests.
- Focus on client's perspective and needs by setting and meeting expectations and deadlines.
- Lead staff by setting high standards, providing a thoughtful approach, having a committed attitude, and by being an effective representative of Systems.
- BA/BS degree, and/or equivalent work experience.
- 10 to 15 years overseeing high volume IT activity, including business development, product delivery and risk management. Background with provisioning secure access of new and existing worldwide end users access of IT applications in a large scale financial services firm with exposure to regulatory issues and automated provisioning systems. Detailed oriented willing to lead by example. Manages high complex application access (second level support) for end users (requiring strong Oracle, SQL, Top Secret and or Active Directory knowledge)
1. Security Administration
- Evaluate authentication and authority of security access requests.
- Oversee the processing of user system access requests.
- Monitor the actual service levels of the Security Administration team and compare them to established SLAs (98% in 24 hours)
- Ensure system access requests are processed with high quality and accuracy.
- Coordinate the Implementation and modification of user entitlements, as it relates to the rollout of new applications.
- Ensure the accuracy of entitlement reports.
- Participate in special projects, as needed.
2. Technical Support
- Prepare SLA reports for the Security Administration team and provide executive summaries on status and progress.
- Authorize high priority security access requests.
- Partner with local security coordinators and application data owners, to ensure access to programs and applications are processed and verified, within the most current standards and requirements.
- Manage unique or complex security access requests.
- Participate in the evaluation of new system entitlement standards and modifications.
3. Management
- Ensure appropriate resources are in place to support all security administration initiatives.
- Lead and direct the activities of the Security Administration team.
- Provide timely and constructive feedback to team members.
- Manage the Performance Management process for direct reports.
- Communicate key priorities and monitor their progress.
- Provide weekly metric of productivity

Need a Director level person with vision who had made changes in the way a company does QA...from the beginning of the SDLC thru all phases of testing implementation with a structured methodology like CMM SAS-70 ITIL incorporated throughout the whole life cycle... The person who makes all this happen and will have tech QA Managers working for them. High level reports to CIO...or Director of Systems...prefer NJ but can be Boston... $175-200 base + bonus
POSITION OBJECTIVES:
The Head of Quality Assurance will be responsible for developing a Quality Assurance strategy that meets current and evolving regulatory requirements, improves the quality of new and legacy products and systems, and creates a culture of service and product quality that permeates the systems organization.
The Head of Quality Assurance will evaluate the quality processes, software development lifecycle (SDLC), and security policies for both the existing complex legacy systems environment as well as new application development, and lead the creation of a quality assurance framework that will ensure that all applications and systems have the reliability, robustness, and scalability needed to enable and support the continued growth of the business.
The Head of Quality Assurance will revitalize the PMO function to provide effective oversight to programs and initiatives that will improve the quality and efficiency of the systems and technology environment provided to the business.
The Head of Quality Assurance will lead the development and technology infrastructure staff and their service capabilities to a higher level of maturity by implementing repeatable processes and quality metrics, encouraging adherence to quality methodologies such as 6-Sigma and ITIL, and development methodologies such as CMM, if necessary recruiting additional expert staff members where needed.
The Head of Quality Assurance will work in close partnership with key technology leaders to foster a customer-centric culture, build relationships with the internal clients, and develop an understanding of their business objectives, and to in turn convey the business impact and strategic importance of software development and IT operations to the Quality Assurance team.
The Head of Quality Assurance will build and maintain a positive working partnership with operations and the business leadership by continuously aligning the Quality Assurance initiatives to the changing needs of the business.
POSITION RESPONSIBILITIES:
In support of the lines of business, Head of Quality Assurance will be a strong proponent for best operations and technology practices, sound design, strong development habits and maintain an efficient team/project structure.
a) Establish a partnership with the key IT, Operations and business leaders that will support the go-forward business strategy by providing the quality management oversight necessary to stabilizing and optimizing the technology activities of the firm, and ensure that all applications and systems are technically sound and that the production environment operates at optimal levels of service.
b) Assess the operational and technology goals of in order to prioritize the development and delivery of quality assurance programs and frameworks that will stabilize and optimize the systems environment.
c) Optimize and Maintain the Overall Technology Capability â"develop programs to ensure that all applications, systems and related infrastructure have the functionality and scalability necessary to enable and accelerate the continued growth of the business.
d) Develop and oversee technology maintenance programs to keep systems in line with good operating principles, operate to specification, and remaining fully secured.
e) Work with the Systems Infrastructure organization to develop a service oriented culture; encourage the adherence to ITIL-like principles and policies.
f) Work with the Systems Development organizations to create a quality oriented software development lifecycle (SDLC) such as CMM that minimizes product defects, data leaks, unplanned outages, ensures complete repeatability of processes and guarantees the integrity of product and system documentation and code.
g) Provide the context and leadership to motivate the Quality Assurance organization to achieve high levels of performance and job satisfaction. Establish clear performance goals and objectives for the Quality Assurance team to improve the service delivery and business relationships within their respective areas of responsibility; put metrics in place to assess and acknowledge their success. Provide direction and build the capabilities and bench strength of the team reporting into the position through coaching, mentoring and through hiring externally where needed in order to create a world class team. Hold strategic sourcing partners to similar talent requirements.
h) Create a Client Centric Culture â" drive a passion for customer service throughout the organization by helping to create an awareness of how end to end quality processes and metrics impact the overall client experience.
i) Monitor departmental budgets and projects to ensure that results are delivered and approved plans are successfully implemented.
KEY PERFORMANCE INDICATORS:
Background â" senior level experience managing large quality assurance groups in large scale, complex technology environments; experience in Financial Services or another highly regulated, customer oriented, technology-enabled business; experience operating in a SAS 70Type II compliant environment.

Basic Function:
Work with the Client's business community and the IT organization to plan and execute projects. This includes the definition of project goals and objectives, success criteria, expected benefits, roles and responsibilities, etc., typically in a Project Charter or Project Plan document. Work with the respective organizational elements to prepare estimates for resources, hardware and software required for the proposed solution. Manage the implementation according to the Client's project life cycle, inclusive of communication, risk and issue identification, tracking and resolution. Knowledge Requirements:

Tracks and reports on project milestones to project sponsors, steering committee's etc.Prepares for engagement reviews and quality assurance procedures. Determines how results will be measured and complete a post-project evaluation to determine well the results were achieved.Ensures all project artifacts are safely stored in the designated repository during and at the completion of the project.Identifies resources needed and assigns individual responsibilities. Ensures compliance with Quality policies and procedures, ethics and security requirements.Ensures designated systems comply with appropriate Legal and Fiduciary policies and practices.
Additional Activities Performed as Necessary (10%)
Mentors team resources as assigned regarding team or project leadership topics.Contributes to the definition and evolution of the PMO.Identifies opportunities for process improvement, leveraging Operational Excellence where possible.Represent Catalent at relevant industry conferences and trade shows.Other tasks as assigned.
This 6+ month position starts ASAP.
