. Very strong analytical skills, including experience in modeling,
building business cases, and constructing metrics to measure progress and
success

complex and creative problem solving and comfort with technology
. Strong relationship management abilities in a matrixed

Position: Deputy General Manager for Capital Projects
Location: New York City
Description: The Capital Projects Division of the New York City Housing
Authority ("NYCHA") manages and administers the agency's multi-billion dollar,
multi-year capital program. Each year, NYCHA spends approximately $500 million
on capital improvement projects, which include renovation and modernization of
building systems, facades and grounds, and apartment interiors of the agency's
334 developments comprised of more than 178,000 apartment units; as well as the
design, construction and/or renovation of community centers and police service
areas housed on NYCHA properties.
The Deputy General Manager for Capital Projects is responsible for leading and
directing the activities of NYCHA's capital projects division, comprising six
program units and over 440 employees. Specific duties and responsibilities
include: overseeing a large portfolio of diverse projects ranging in size from
several hundred thousand dollars to over $100 million; directing the use of
in-house and consultant design models and conventional and construction
management procurement methods to manage the agency's capital projects;
performing needs assessment analyses and evaluations of the agency's asset
management portfolio; directing implementation of appropriate processes to
ensure quality construction, on—time performance and project completion within
budget, and determining the cost effectiveness of capital initiatives and
programs. NYCHA is in the midst of a number of high profile capital projects and
the Deputy General Manager for Capital Projects will be expected to play a
leadership role in ensuring their timely and successful completion.
This includes the installation of 450 new elevators over the next five years,
and implementation of NYCHA's Stimulus Grant award of $423 million to carry out
over 70 capital improvement projects in the next three years, within aggressive
specified timeframes, as well as approximately $250 million generated from a
public/private partnership to finance over 100 modernization projects.
Requirements: A baccalaureate degree from an accredited college or university
and 8 years of full-time, paid experience in an administrative, executive or
consultative capacity in a large organization. A proven leader with analytical
problem-solving and project management skills; satisfactory professional
experience in construction management, engineering, architectural design,
housing finance and development, or a related field; solid experience in
managing in—house technical and professional staff and construction management
firms; excellent planning, communication and administrative skills and
