The Program Manager - applications decommissioning is a program based
position that provides program leadership to the applications
decommissioning program. The program manager takes their day to day
direction from the applications PMO responsible for decommissioning but
equally supports the enterprise architecture and infrastructure leads. The
Applications Decommissioning Program is a multi-year program tasked with
reducing the overall applications portfolio and ensuring the values from
that reduced complexity are properly recorded, realized and communicated.
Due to the large geographical reach of this position and the applications
being pursued, there will be a great deal of communications and change
management required for this position to succeed.

PRINCIPAL ACCOUNTABILITIES:

o Develop and oversee the implementation of the governance and program
management for the applications decommissioning program by applying global
PPSO methodologies and frameworks.

o Lead Program Management Office Support functions in the detailed
planning and integration of projects within the program inclusive of proper
scope definition, cost estimating, schedule development and resource
planning.

o Manage approval of resource additions and changes and onboarding and
rolloff of all project resources.

o Lead program consultants and ELC program resources in the management of
the operational aspects of a PMO for the program.

o Interface with finance controllers to ensure program costs are properly
captured and that actuals are fully reconciled with budget targets. Assist
in the reconciliation of actual vendor invoices with resources consumed and
identification of capitalized versus expensed labor.

o Interface with HR, Applications Teams and Infrastructure Teams as needed
to communicate staffing needs and resource utilization.

o Partner with PMT and other critical PMOs throughout to ensure key
milestones and resource needs are properly communicated, issues escalated
and inter-dependencies thoroughly tracked.

o Establish detailed project plans and appropriate metrics to track
progress. Capture and report progress on a regular basis highlighting areas
that require PMO attention.

o Ensure that proper change control is applied to the program supported
and that all changes are fully vetted, approved and communicated according
to PPSO and financial policies

o Facilitate program governance to ensure effective meeting management,
issue escalation / resolution and standard status reporting

o Oversee / audit project status reporting to ensure information being
reported is timely and accurate and that adequately skilled project managers
are in place across the program

o Mentor and train project managers as needed

o Oversee project prioritization methodology for the program being managed

o Assist in the development and maintenance of the program business case

o Develop presentation decks for executive sponsors

o Maintain the program resource plan to ensure consultant / contractors
are properly on/off-boarded and that needs are fulfilled before they become
emergencies

o Maintain vendor relationships and contracts to ensure full compliance
with agreed upon rates and SLAs

o Interface with supporting departments (IT, office services, etc.) for
the provision of resources the program team needs to succeed.

o Oversee and assist in the application of project tools needed for the
program to succeed (i.e.: project server, MS Project, Tenrox, PPSO
SharePoint Masterplan, etc.)

POSITION REQUIREMENTS/QUALIFICATIONS:

* Bachelor's Degree in Information Systems, Project Management,
Business Administration, Finance, or a related major.
* 10+ years of project management, Strategy and/or planning
* Proven expertise in applications and infrastructure decommissioning

* Thorough understanding of technology and modernization programs

Job Description:

The Business Systems Analyst will take a leadership role in working with and liaising with business partners, other Technology Solutions organizations and external vendors to define the business and technical requirements at the program level.
• Review, analyze and evaluate detailed business and functional requirements, documentation, process flows and data models to contribute to the development of project plans including project charter, project deliverables, cost/benefits analysis, time line estimates, scope and control.
• Develop use cases, defining and documenting user procedures and workflows, and how each class of user interacts with east system function.
• Ensure Business Recovery Plans are in place.
• Integrate technical solutions with the business environment, recognizing systems design and data interdependencies and reusability.
• Establish appropriate security levels for processes, information exchange and system implementation.
• Define, review and influence standards and quality measures/metrics.
• Assist in the development of conversion and implementation strategies. Conduct pre and post implementation reviews, ensuring all technical solutions have met business requirements. Supports system implementation and production readiness by liaising with change management, IT architecture and desktop standards, and the business.
• Develop test plans, test cases, perform testing. Provide user documentation, user training, and post implementation support.
• Collaborate with business leaders, IT professionals, and vendors ensuring that management is kept informed of project status and that problems and issues are escalated appropriately and clearly communicated.

SKILLS:

Experience in financial services/banking (i.e retail lending, fixed income trading etc.).

Experience in QA and testing. Strong analytical and problem solving skills.

Strong presentation and communications skills. Collaborative team building skills.

Proficiency in MS Office tools.
