The IT job market is improving, and CIOs are once again looking to hire
permanent, full-time IT staff. But because the labor market is saturated
with IT pros looking for work, IT hiring managers are being choosey, say IT
staffing industry experts. *Read

*Fears rise in IT circles over new economic downturn*
<http://ifwnewsletters.newsletters.infoworld.com/t/7440801/615553885/570963/0/>
The IT sector has done reasonably well coming out the recession. More IT
budgets this year were up than down and hiring is rising. But after months
of gains, there are new worries that the U.S. economic recovery is in
trouble. The political volatility over the debt ceiling isn't helping.
Although there is the expectation that cooler heads will prevail in
Congress, there's no sign of it and it is making people nervous. *Read

*Republican spectrum plan would kill Net neutrality*
<http://ifwnewsletters.newsletters.infoworld.com/t/7440801/615553885/570964/0/>
A proposal by U.S. House of Representatives Republicans to free up spectrum
for mobile broadband use would remove Net neutrality rules on new spectrum
auctions and would make it difficult for innovators to use unlicensed
spectrum going forward, a digital rights group said Wednesday. Public
Knowledge blasted the draft of the Spectrum Innovation Act (PDF), released
prior to a Friday spectrum hearing before the House Energy and Commerce
Committee's communications subcommittee. *Read

*Virtualization: An easier path to the cloud*
<http://ifwnewsletters.newsletters.infoworld.com/t/7440801/615553885/570965/0/>
Diving into cloud computing may not be as big a leap for your company as you
might think. In fact, an important shortcut to such a move could already be
sitting there in your data centers, waiting on standby to make the process
easier. "Virtualization is a stepladder to the cloud," says Laura DiDio,
principal analyst with Information Technology Intelligence Consulting. So if
you already have virtual servers running efficiently in your data centers
today, then the road to seeing what cloud computing can do for you will be
far smoother, she says. *Read

*Emissions from Microsoft, Dell data centers worry residents*
<http://ifwnewsletters.newsletters.infoworld.com/t/7440801/615553885/570966/0/>
Some residents of Quincy, Washington, home of massive data centers operated
by Microsoft, Yahoo and others, are growing concerned about pollution from
backup diesel generators at the data centers, and on Wednesday they'll have
the chance to discuss the issue. The Washington State Department of Ecology
is holding a public meeting on Wednesday evening in Quincy for residents to
comment on an application from Dell for permission to use 28 generators
powered by diesel engines. *Read

*IT outsourcing: Resolve minor disputes with your provider*
<http://ifwnewsletters.newsletters.infoworld.com/t/7440801/615553885/570967/0/>
Every relationship has its ups and downs, and IT outsourcing partnerships
are no different. Unfortunately, most IT services contracts aren't built to
handle the day-to-day disagreements that will occur during the course of the
deal. "They choose litigation or relatively complex forms of arbitration,"
says Robert Kriss, a partner at law firm Mayer Brown. "Both are slow and
expensive for minor disputes." *Read
