Pulse of Technology survey shows optimism in tech management
By James M. Connolly
After tanking in late 2008, confidence among New England technology company
managers showed signs of life in the first three months of 2009, according
to a quarterly Mass High Tech research survey.

The Pulse of Technology survey of more than 700 managers showed that those
saying they are "very confident" about technology sector growth rose by
three percentage points, to 20.5 percent, in the research conducted from
January through March. The gains among the most confident came at the
expense of "not confident," which dropped three percentage points during the
same period.

The "very confident" total still fell short of the 24-to-26 percent scores
of the first nine months of 2008. However, the confidence ratings were
partially supported by stability, if not growth, in hiring plans. The
respondents expecting decreases in their local work force dropped two
percentage points to the negligible levels of early 2008, while 43.9 percent
of respondents said they planned no change in staffing, up from 35.4 percent
in Q4 2008.

The strongest growth in confidence and staffing came in the bio/medtech
sector, where 31.8 percent said they were "very confident" and 27.6 percent
planned to grow their local work forces by more than 20 percent. At the
other end of the scale, the telecom sector reflected almost flat hiring
plans and a "very confident" score of only 16 percent.

Stability was the message from the software sector, where scores varied only
slightly from those for the entire tech industry.

"We see stabilizing first, then growth second. I wish I could point to a
specific date. We see the recovery coming. We just don't know if it's this
week, next week, or next month, but we are optimistic for the future," said
Kenneth Goldman, chief financial officer for Black Duck Software Inc. in
Waltham.

On the hiring front, Goldman — one of several tech-sector executives asked
for comments on the business atmosphere — noted, "We are cautious in our
optimism. No one's going to jump into the deep end of the pool without
testing a little bit to see what the temperature is, but people are putting
on their suits and getting ready."

Colin Angle, chairman and CEO of iRobot Corp. in Bedford, said of the
economic crisis that accelerated last fall, "Certainly the world hasn't
ended. Look at the stock market coming back a bit. Things are rarely as bad
as everyone says. I think the mood is improving, and I have long been
optimistic."

Cautious optimism came from Kevin Dowling, vice president of innovation at
lighting systems manufacturer Philips Color Kinetics in Burlington. He said
his company is moving forward and is optimistic about a coming turnaround in
the economy, but said it is difficult to predict with any certainty. "I
think we are going to see an improvement, but nothing is concrete," he said.
"I would be hesitant to place a bet, but I am optimistic."
In the bio/medtech sector, where optimism seems highest, Jason Koshnitsky,
founder and CEO of Orbital Therapy LLC in Bedford, noted, "The medical
sector has been hit by the weak economy, but not as hard as most other
industries. I personally believe that the economic path is and always will
be cyclical and today we are at the end of the downturn."
