Ability to write/debug complex SQL statemetns with experience in SQL
performance tuning. Familiar with the Oracle development environment
such as Oracle data schema, Oracle Forms, and Oracle Reports. Familiar
with a database development tool such as TOAD, and a software
development environment (IDE) such as Eclipse

Must be cognizant of project dependancies which could impact the
Univeristy financially or functionally
(e.g., unable to develop necessary extract by due date affecting
implementation date of new system)
Problems are highly varied, complex and often non-recurring; require
novel and creative approaches to
resolution. New concepts and approaches may have to be developed.
Work progress is monitored by supervisor/manager; incumbent follows
precedents and procedures, and
may set priorities and organizes work within general guidelines
established by supervisor/manager.

Decisions and actions may affect an area within a department. May
contribute to business and operational decisions that affect the
department.

Qualifications:

Bachelor's Degree in Computer Science, Information Services or related field. Minimum of four (4) years experience in a related technology field. Demonstrated experience in programming, design and implementation of complex technical systems and environments. General understanding of network/server connectivity, security issues, architecture, policy and practice in large complex enterprises. Experience with and knowledge of programming languages (C, C++, .Net, Java, MUMPS, Delphi). DBA experience with SQL and CACHE. Prior experience with open source VistA, Netsmart Technologies Applications or similar Electronic Medical Record products preferred. Experience with HL7 interfaces and end-user training a plus. Ability to function in a team environment required. Ability to communicate and promote ideas and transfer detailed knowledge to others. Additional related professional experience may be substituted for the degree on a year-for-year basis.

Responsibilities:

The primary purpose of the Programmer/Analyst II position is to perform analysis, design, programming, testing, debugging, and documentation of programs to solve medium to complex business problems in multiple database and web environments. Makes recommendations toward the development of new code or reuse of existing code. Applies conversions and enhancements to business systems. Participates in the development of detailed programming/system specifications, including policies and procedures. Works closely with customers, business analysts and other IS team members to identify systems problems and understand business requirements that drive analysis and design of quality technical. Develops project plans and training programs. Executes end-user training.
