Scientific Project Manager
National Cancer Institute/NIH
Division of Cancer Treatment and Diagnosis (DCTD)
TASKS/SERVICES. The contractor shall:
1. Provide support for activities of NCI Experimental Therapeutics NExT Program to develop novel molecularly targeted agents for cancer through the Chemical Biology Consortium (CBC) discovery pipeline.
2. Work with staff on the evaluation, review and prioritization of drug discovery/development projects within the NExT/CBC portfolio.
3. Provide day-to-day decisions necessary to meet drug discovery/development project objectives with project leaders and portfolio managers.
4. Work with staff on the coordination and conduct meetings with project teams, project managers, NCI senior management staff, and external experts.
5. Develop and review discovery/development project plans with project managers, project leaders, and portfolio managers.
6. Provide analysis, advice, and ideas about drug targets and pathways to Special Assistant to the Director of DCTD.
7. Prepare reports, proposals and presentations.
REQUIREMENTS. The contractor must have:
1. PhD in molecular biology, medicinal chemistry, developmental therapeutics, oncology, biomedical research or related field with 2+ years experience in this field OR
2. MS in molecular biology, medicinal chemistry, developmental therapeutics, oncology, biomedical research or related field with 5+ years experience in this field OR
3. BS in molecular biology, medicinal chemistry, developmental therapeutics, oncology, biomedical research or related field with 7+ years experience in this field.
4. Experience (2-7 years) in research and administrative experience in a pharmaceutical, biotechnology, or medical device industry.
5. Understanding of the basic fundamentals of project and portfolio management.
6. Knowledge of SBIRs and grant application/review process.
7. Knowledge of medicinal chemistry and drug design.
8. Proficiency in Microsoft Office Project and Microsoft Office Suite MS Word, Excel, PowerPoint, Outlook, SharePoint, and other data management systems.
9. Highly effective problem solving, planning and organizational skills.
10. Excellent people skills and strong communication skills, both oral and written.
11. Ability to function collaboratively within a team setting.
12. Attention to detail and follow through.

- Direct responsibility for the overall management of the outsourcing program roadmap and coordinating the related projects in accordance with established TMO/PMO methods and procedures.

- Lead the building and maintenance of program and project plans/charters, including scope, approach, tasks, durations, work effort, dependencies, budget, planning assumptions, risk profile, team structuring, staffing, resource allocation, and
deliverable definitions.
- Ensure project delivery is consistent with established project objectives (scope, schedule, cost, quality, change control).
- Ensure the delivered solutions meet the approved functional requirements, design, quality expectations, and performance goals for application development projects.
- Make program-level decisions and coordinate projects within the outsourcing program.
- Develop and maintain vendor relationships in support of the defined program governance model.
- Develop and maintain project status reports, dashboards, and presentations for project stakeholders. Coordinate steering group meetings; work-stream leadership meetings and other program governance events.
- Objectively review and respond to program performance analysis results. Consolidate and analyze program level progress and produce accurate and timely status reports.
- Assist project teams to resolve project-level issues and address inter-project and program issues. Escalate unresolved issues to the appropriate TMO, Vendor, and Steering Committee teams.
- Financial oversight, including the responsibility to validate capital and expense costs charged to the program; budget management, reporting and forecasting; ensuring financial reporting is timely and accurate.
Skills:
- 10-12 years of progressive program and project management experience, including vendor management, outsourcing, and off-shoring involving geographically dispersed teams in multiple organizations.
- Leadership experience, and successful track record, in developing and driving offshore management strategies and plans to launch and improve off-shoring programs to accomplish defined business goals.
- Ability to use broad information technology knowledge and specific knowledge of outsourcing/off-shoring to help establish an effective off-shoring program from inception through implementation and into ongoing steady-state support.
- Demonstrated program management skills, including facilitation skills and developing and maintaining strong vendor relationships.
- Ability to assist as an off-shoring subject matter expert to review processes to identify gaps and inefficiencies.
- In-depth experience in the following outsourcing/off-shoring areas:
- Outsourcing/off-shoring planning and implementation
- Risk and compliance considerations, process and control reviews, governance definition
- SOWs, SLA and ongoing monitoring of cost/budget management
- Direct management of outsourcing/off-shoring programs
- Quality assurance of vendor-delivered services and products
- Ability to work effectively with senior IT management, vendors, and staff across functional areas in a collaborative environment.
- Track record of successfully teams within a large, complex and distributed IT organization containing the full scope of IT skills.
- Significant experience with outsourcing and off-shoring, including analysis and selection of the work best suited for outsourcing, vendor selection, the structuring work to be outsourced, arranging favorable contracts, monitoring outsourcing
providers, ensuring acceptable performance, transitioning the work to the outsourcing providers, setting up internal teams for interfacing with the outsource providers.
