FORTISTAR Methane Group

Group Controller

Position Specification

Fortistar is a rapidly growing independent power generating company headquartered in White Plains, New York. The company is currently focused in two areas: energy efficient power plants and renewable-green power. Fortistar currently has more than 250 employees, and plans to significantly increase its business over the next several years.

Fortistar is seeking an experienced, self-motivated Group Controller for its Fortistar Methane Group, a rapidly growing landfill gas-to-energy subsidiary. Fortistar owns 50 landfill gas-fired power plants in the United States, more than any other company. This is approximately 15% of a market, which is growing rapidly. The company is actively pursuing additional investments in this area, including new development, expansions and acquisitions. Fortistar also owns, with partners, three natural gas-fired power plants including the largest in the U.S. and six biomass-fueled power plants.

Key Relationships

Reports to: Corporate CFO and Methane Group President

Direct Reports: A current team of approximately 8 employees

Major Responsibilities

 Work closely with the Chief Financial Officer, including other senior executives in determining the optimal structure for the Methane Group's financial organization, building a strong center around internal control processes and creating an organization that is able to thrive in a rapidly changing environment through acquisitions.

 Evolve the Methane Group's existing accounting organizations from a processing environment into an effective finance function that delivers timely and relevant business information.

 Design and maintain an effective control environment, including developing formal polices and procedures. In accordance with GAAP, ensure that the Methane Group's financial results are presented accurately and timely for external reporting to the banking community, management reporting and tax reporting.

 Evaluate and, where necessary, develop and manage programs to ensure that financial planning and analysis, cost accounting, budgeting, general accounting and financial reporting and controls are in place and effectively utilized, providing critical data such as performance metrics to Methane operating managers and supporting their decision-making processes.

 Ensure the selection, development, motivation and retention of qualified financial personnel to effectively carry out all functions within the Methane Group and provide continuity of managerial and specialized skills.

 Coordinate and manage relationship with the Methane Group's independent auditor's annual examination.

KEY SELECTION CRITERIA

Ideal Experience

 Approximately ten years of experience in finance and financial management, ideally gained in organizations known for their financial rigor and discipline. Experience within a renewable energy or the energy business would be helpful, but is not essential.

 Prior controllership or equivalent experience is preferred, with prior responsibility for applying technical accounting skills in a rapidly expanding business environment.

 A CPA with earlier experience in public accounting is highly desirable.

 Experience in a designing an effective control environment.

 Demonstrated leadership in building effective finance organizations.

 Experience in an analyzing capital investment returns.

 Prior responsibility for budgeting and effective management reporting, including performance metrics.

Critical Competencies for Success

 Technical Expertise. The Methane Group Controller will create a finance infrastructure that meets a diverse reporting universe by evaluating the current structure with respect to GAAP compliance and developing the necessary controls; implementing process improvements; and establishing and managing an internal reporting structure that meets external reporting, management reporting and tax reporting requirements.

 Operational Effectiveness. The Controller will help to create a highly efficient and service-oriented finance organization by facilitating the examination of both the operational and financial dimensions of the business; evaluating the current finance structure for cost-savings opportunities, including the consolidating remote locations and acquisitions to realize potential synergies, including purchasing leverage; understanding the key drivers affecting the business and focusing on how to optimize solutions and service to Methane Group management; and setting high standards for finance personnel within the Methane organization.

 Leadership/Executive Presence: In an environment where influencing skills and collaboration are critical, the Methane Group Controller gains credibility with senior operating and financial executives by handling multiple tasks simultaneously and consistently delivering an outstanding work product in a timely fashion; creating a team atmosphere in which people work together effectively to produce superior results; influencing others without direct line supervision authority; and effectively partnering with line business leadership to offer analysis and solutions.

Job Description:
We are looking for a dynamic leader who is able to work in conjunction with
Finance Leadership to mitigate exposure to fraud both
domestically/internationally. This successful executive will lead a national
team to tackle all Fraud Risks head-on, and ultimately realize several million
dollars of cost savings annually!
Overview of responsibilities
Lead all aspects of strategic fraud prevention related to subscriber, ID and
Network fraud. Specifically, overseeing a team responsible for:
• Emerging threats identification processes
• Fraud mitigation strategies & evolution roadmap
• New product risk evaluation and mitigation requirements.
Fraud Governance:
• Lead the annual organizational fraud risk assessment including analysis
of all processes and systems to identify control weaknesses.
• Manage the National Fraud Governance council; focused on coordinating the
collective risk mitigation teams and respective activities to rapidly close
identify weaknesses and education the risk management teams on emerging trends.
• Liaise with internal stakeholders (Corporate Security, Auditing Services,
Compliance & Legal)

• Owner of the long-term controls evolution plan.
Emerging Trends:
• Develop and oversee teams that break-test new and existing systems and
processes.

• Performing analytics to identify emerging threats and related financial
exposure.
• Incorporating new threat from external and internal fraud forums into
testing plans to determine exposure.
• Develop mitigation strategies for new threats; leveraging methodical
testing of new vendor solutions and data in developing rapidly deployable
strategies.
New Product Evaluation Team
• Oversee design phase team (for all new products and devices) to ensure
fraud risks are addressed..
• Ensure appropriate levels of post-launch regression testing validating
efficient controls operation.
• Design and implement incremental remediation plans to address new control
environment weaknesses.
• Act as Industry Liaison with Internal and external fraud forums,
Standards bodies and other carriers.

Qualifications:
• BS/BA in Finance, Accounting, Economics, Mathematics or related fields.
MBA or MS degrees are preferred.

process analysis, finance/accounting, Information Technology, or audit.
• Preferred experience in identity, internet commerce fraud, and
investigative research and analysis. Process analysis experience preferred.

Overview

This position is a hands-on position responsible for leading the
development, implementation and maintenance of web applications/solutions
for the company's web site and all other web enabled applications. The Lead
Web developer will be responsible for creating and enforcing application
development and testing policies and procedures and will be responsible for
designing the technical architecture for the company's web site. The right
candidate will possess senior level skills and will have prior experience as
a senior or lead developer with the ability to lead development projects.

Technologies utilized are Cold Fusion, PHP, Java Script, XML, REST, RPC web
services and Transact-SQL in a Microsoft SQL Server Environment (Oracle,
MYSQL or other RDBMS environments is acceptable in lieu of SQL Server).

Essential Functions:

. Plays a key role in the technical architecture and implementation
of client projects from discovery to completion.

. Will be able to create and implement policies and procedures for
internal coding standards, developing functional specifications, source
control procedures, code reviews and technical project management within the
application development team.

. Provides oversight, leadership, direction and hands on coding for
all development activities on the company web site.

Required Skills and Experience:

. Degree in Computer Science or related field is preferred.

. At least 8 years of web development (eCommerce) experience with at
least two years as a lead developer on a small development team (4 to 6
developers). Demonstrated ability to provide technical leadership for a
small group of developers.

. At least 4 years of recent Cold Fusion, PHP, Java Script and SQL
Server/MYSQL or Oracle development experience. Experience with HTML, DHTML,
CSS, and XML

. Well versed in both Linux and Apache as well as technical
infrastructure concepts such as virtualization and high-availability
architectures.

. Experience with all phases of the project lifecycle, including
interaction with team members, project planning, development and
presentation

. A strong team player with excellent communication skills plus the
ability to complete work with minimal guidance and supervision.

. Strong problem solving and analytical skills.

. Strong understanding of user-interface design
