Today, I received some information from Janie Hermann from the Princeton
Public Library about their unique services supporting people in-transition
which may be immensely valuable for those out there who "do not get
traction"
For example, they offer online databases available from home with a library
card. Some of these databases are unique to this library only. If you do
not have a library card you could get a visitor card good for 2 hours and
have access to everything. They have regularly scheduled programs to assist
jobseekers, including lectures and resume review site. Furthermore, they
offer "Reference by Appointment" by contacting Jane Brown

Summary
The Commonwealth of MA is designing and constructing a new data center facility in Springfield MA. The program is to be built in phases with the full program scope set for a Tier III facility with 40,000 sqft of computer room space. The second center will help ensure the state's computer systems and digital assets continue to be properly secured and maintained, while providing greater operational efficiencies for the Commonwealth, and an economic boost for the City of Springfield.
* The second data center will serve to backup the state's primary data center in Chelsea, which houses a critical network of data systems used by thousands of state workers – including police officers, social workers, and health professionals – who need immediate access to sensitive information to carry out their jobs.
* The second data center is a key part of our strategy to manage our technology more effectively by consolidating the executive departments' distributed data centers into two efficiently managed facilities and become a national model for green and environmental friendly data centers.
* The new data center in Springfield will help support economic recovery for the city with over 200 new construction jobs and up to 35 permanent jobs to operate the facility.
The design principles for the program are:

Success Measures: Cost Modeling Comparisons to Similar Facilities
· Reliable – Provide Continuous Business Operations for Our Customers
Success Measures: Certified Tier III Facility by the Uptime Institute

· Green– Lead by Example with a Showcase Green Facility

Key Deliverables
o Analysis
o Consolidated analysis Executive Order 504 security requirements, current state data center security implementation, gap analysis, and 'next generation data center' security vision for the Commonwealth
o Process
o Development of design principals and design process based on industry best practices
o Design
o Design of the 'next generation' security infrastructure, process, tools, and operational model for the Springfield data center. Inclusive of physical building security and IT security components.
o Development of the integrated security data center design for the high speed data link, data replication, and supporting infrastructure for the active/active data centers.
o Development of the integrated security design, patterns, and standards for the next generation virtualization environment inclusive of virtualized servers, SAN/storage, and network.
o Development of draft policies/standards to support the new requirements driven from the Springfield data center program and any dependent infrastructure changes.
o Development of security designs for any dependent system changes such as the Internet cluster, VPN services, and DMZs.

**** Specific Experience Requirements ****
ITD forming a design team for the program and with strict previous experience requirements for all members of the team. All applicants must have the following experience, clearly documented in a cover letter and/or BOLDED and Underlined in the resume of the applicant. All experience must be from the consultant's last engagement or within the last 2 years.
Program Experience
· Tier III Data Center Architecture Experience– Recently worked on a Tier III data center of 20,000 sqft or greater as a design lead/architect for their role.
· Active/Active Data Center Design Experience– Recently worked on designs for two active / active data centers providing various levels of continuously available services.
· Major Infrastructure Consolidation Experience – Recently worked on data center designs that included major consolidation of IT infrastructure across the enterprise.
Business
o Executive Communication and Advocacy– Developed all presentations for the designs, defined benefits/features/costs, and obtained executive and stakeholder buy in thru effective communication and advocacy
o Design Standards and Policies– Developed standards documents based on industry best practices to support all designs, obtained buy in for standards, and published standards within the enterprise. Inclusive of ISO27001, HIPAA, PCI, IRS, FBI standards and policies.
o Design Process and Management- define the design process/methodology for all designs work based on industry best practices, managed the design process, and provide oversight for the design process. Inclusive of best practice life cycle design models.
Technical
· 'Next Generation' Data Center Design- Designing integrated layered security for large scale 'next generation' data centers inclusive of virtualized environments, high availability application infrastructure, SAN & IP networks, converged voice/data, integrated and virtualized firewall/IPS/IDS infrastructure, and systems management/NSOC.
General Experience
The successful candidates should have 10+ years experience in network design inclusive of security and telephony components.
Process:
o Experience in security design development five phases cycle, specification, design, development, testing and maintenance
o Ability to research and design innovative architectures meeting stringent flexibility, resiliency, scalability, energy-efficiency and other requirements of large, critical infrastructures.
o Innovation mind-set and follow-through innovation cycle (feasibility study, design, develop, experiment, deploy, validate)
o Technical Project planning and management experience.
Technical:
· 7+ years experience in Infrastructure Security Core design.
· 5+ years experience engineering mid-range server systems (HPUX, Linux, AIX, Windows) in large environments (1,000 servers)
· 5+ years experience with system logging and system log reviews (Windows or UNIX)
· 5+ years experience with software and hardware troubleshooting and system monitoring.
· 5+ years experience strong UNIX/Linux Scripting skills (Bourne Shell, Korn Shell, Perl)
· 5+ years of experience designing and implementing Network security including firewalls, intrusion detection, and VPN.
· 3+ years of experience on implementing security principles in virtual environments, preferred on VMware ESX environments
Education/Certification
* Bachelor Degree in Information Systems, Computer Science or equivalent experience.
* One or more of the following:
* CISSP (Certified Information Systems Security Professional) desired
* CISA (Certified Information System Auditor) desired
* SANS GIAC (Global Information Assurance Certification) desired
* CCNA (Cisco Certified Network Associate) preferred
