My name is Ilya and I'm a Senior Recruiter at Axelon Services Corporation. Global Financial Institution located in New York City has an immediate Contract opening for a Network Integrator .

Description:
The NY Exchange Connectivity Team is looking to recruit a network integrator to join the team working on a number of exciting and challenging projects supporting Brokerage's connectivity to external exchange/ECN marketplaces. As a member of the team, you will design, configure, test and support network interfaces between various exchanges/ECNs and internal and external Brokerage electronic trading systems. You will be responsible for managing complex production trading environments in both equities and fixed income areas and will apply creative solutions to systems and applications issues that arise from clients who push our technology to the limit and beyond. The position involves extensive interaction with external exchanges, compliance and regulatory groups, business unit managers and various Brokerage trading desks to develop technology and business solutions to enable cutting edge electronic trading technologies. It will also involve comms room
space reservation, vendor/exchange provider access, line & exchange service orders and follow-ups, post install verification, circuit and system . The role is in the trading technology team but will be working closely with the networking and firewall teams. Additional responsibilities include providing 2nd and 3rd level production support and working with exchanges directly and Service Bureau vendors to implement and to test Brokerage routed orders.

Skills Required:
Good understanding of networking, NAT routers, firewalls, TCP/IP, multicast.
Experience of working with network vendors.
Strong Linux knowledge and practical working experience
Good Project Management & Coordination Skills
High Energy for fast-paced environment
Self-motivated, enthusiastic and flexible team player. Good troubleshooting skills, logical thinker.
Experience in design of distributed systems in a highly complex, high urgency environment
Strong documentation skills

Skills Desired:
Exposure to the financial services industry is a plus
Experience of stock exchange connectivity
Experience of FIX
Scripting language experience e.g. Perl, ksh

POSITION STATUS:EXEMPT "DEPARTMENT: IT"

POSITION DESCRIPTION
The CIO provides technology vision and leadership in the development
and implementation of company's information technology (IT) program.
The CIO leads efforts for planning and implementing enterprise
information systems to support both distributed and centralized
operations and achieve more effective and cost beneficial enterprise-
wide IT operations. Additionally, the CIO:
Provides strategic and tactical planning, development, evaluation, and
coordination of the information and technology systems.
Facilitates communication between staff, management, vendors and other
technology resources within the organization.
Manages multiple information and communications systems and projects.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Participates in strategic and operational governance processes of the
business organization as a member of the senior management team.
Approves, coordinates and controls all projects related to selection,
acquisition, development and installation of major information systems
for company. Provides advice on evaluation, selection, implementation
and maintenance of information systems, while ensuring appropriate
investment in strategic and operational systems and evaluating those
systems to measure their success.
Develops and monitors the approved annual operating and capital
budgets for information and technology systems to contribute to a cost
effective operation.
Plans and controls staffing and development, organization, hardware
acquisitions and facilities for the information systems department to
assure that they are consistent with and supportive of the business
plans of company. Ensures that computer capabilities are responsive to
the needs of corporate growth and changing corporate objectives. A
continuing liaison must also be maintained with management of
functional departments on data processing matters in order to answer
all questions, evaluate needs, monitor service, advise on problems,
encourage data processing education and understanding, and ensure
smooth conversion from manual to computerized systems, or from
existing computer systems to new improved ones.
Maintains relationships with representatives of firms providing data
processing hardware, software, and support services.
Facilitates development and execution of an enterprise-wide disaster
recovery and business continuity plan.
Keeps current with trends and issues in the IT industry, including
current technologies and prices and then advises, counsels, and
educates executives and management on their competitive or financial
impact.

EDUCATION AND EXPERIENCE
University degree in the field of computer science or business
administration (Master's degree in one these fields preferred). The
knowledge and skills required for this position are typically acquired
in 10 to 15 years of experience in IT management function, must be
currently in a CIO role.
Significant experience in a health care setting is preferred,
specifically in technology and information systems planning to support
business goals. Specific experience with payer based eligibility,
claims, contracting and billing, practice management, financial
management and clinical management information systems is a plus.
Experience should include exposure to both shared and outsourced
solutions, as well as support of in-house information and
communication systems in a multi-site client-server environment.

LANGUAGE SKILLS
Bilingual in English/Spanish would be a plus.
Must also have the ability to read and interpret documents and
procedure manuals, write reports, and correspondence.

SKILLS AND ABILITIES
Work effectively with senior-level information technology executives,
physicians, trustees, executives and leaders and staff of affiliated
institutions and enterprises.
Possess strong interpersonal skills, maturity and good judgment and be
capable of communicating with a wide range of individuals and be able
to translate technical language to lay audiences. Must display
comfort and effectiveness in dealing with people from diverse
backgrounds.
Maintain broad functional experience in areas of strategic planning
and marketing, business and market development, market research and
planning and promotions/advertis ing.
Maintain a demonstrated level of professionalism.
Possess a positive attitude and ability to motivate others.
Have strong organizational skills and attention to detail with the
ability to prioritize and manage multiple projects.
Possess comprehensive knowledge of business principles and techniques
of administration, organization, and management to include an in-depth
understanding of the key business issues that exist in the health care
industry. These include, but are not limited to, knowledge of
strategic and operational planning, health care economics, personnel
administration, federal, state and local laws, marketing, financial
and cost analysis, as well as trends in the health care industry.

PHYSICAL AND MENTAL DEMANDS
The position requires sitting, standing and walking associated with a
normal office environment, talking and hearing.
Dexterity of hands and fingers to operate a computer keyboard, mouse,
and other computing equipment is needed.
This position may require weight to be lifted or force to be exerted
up to 10 pounds.
Requires travel as needed

ENVIRONMENTAL AND WORKING CONDITIONS
While working the employee is exposed to a general normal office
environment.
Employee may work occasional evening or weekend work.
The noise in the work environment is moderate.

New York City Company is looking for a hands on senior level candidate with strong experience in large, complex, web/e-commerce application/ enterprise solution implementations and projects with 5-10 yrs of experience in full life cycle projects. Need to be strong in dealing with technical team members, vendors, customers and systems integrators. Must have written technical design documents, business requirements and budget responsibilities. Will collect and define requirements, translate them into technical/functiona l design documents and participate in the technical design, test planning and user documentation processes. Will lead projects in software design, prototyping, construction, and testing of new or enhanced applications. Must be able to analyze and evaluate user needs across multiple departments up to a senior VP or CIO level. This is a large multiplatform environment using Java, C#/ASP.Net and Oracle. Prior programming expertise with
relational database management systems, SQL, and database utilities is a big plus as is experience with SSRS or SSIS. Must be able to balance a number of different projects and handle pressure well. Candidates from a retail, consumer goods, or publishing backgrounds are also a plus. This is a high level, critical to fill position for a "bring it on", eye of the tiger type of candidate.
