IEEE Job Site Career Alert for 20 October 2010

IN THIS ISSUE:
1. Not Hiring, Despite What the Ad Says
2. Offshoring May Mean Job Losses are Permanent
3. Overqualified? Change the Subject
4. Irish Employers Team Up to Hasten Hiring

1. Not Hiring, Despite What the Ad Says

With nearly one in 10 U.S. workers currently unemployed, job seekers are starting to blame employers for exacerbating the problem by filling job openings at a leisurely pace. Though companies says they are reluctant to hire because of lingering economic uncertainty and the difficulty of finding the right people, these are widely seen as excuses to keep extracting pre-downturn output from staffs stretched thin by layoffs. The head of staffing firm Manpower concurs, saying that, "clients are taking a lot longer to fill positions, even when they've been presented with the right candidate."

2. Offshoring May Mean Job Losses are Permanent

How many of the jobs lost as a result of the economic downturn are gone for good? The answer for U.S. workers is not pleasant, judging from recent reports released by the departments of Labor and Commerce which show that offshoring is on the rise. Over the past six months, 1200 U.S. companies sent enough work overseas that their employees qualified for financial assistance from a special federal program. Meanwhile, U.S.-based multinationals added more than 700 000 employees at their foreign subsidiaries over the past two years while cutting their domestic payrolls by 500 000 workers.

3. Overqualified? Change the Subject

Unemployed workers, unable to find work comparable to what they did before despite years of experience and top-notch academic credentials, are being urged not to be too picky about the type of position they'll accept. But many find themselves in the frustrating position of being told that they are overqualified for the openings on offer. A Yahoo HotJobs article offers some tips for avoiding the brush-off from hiring managers afraid that a top-flight employee will run for the exit at the moment the economy rebounds and more options become available. Among them are keeping the focus on the employer's needs rather than the job requirements.

4. Irish Employers Team Up to Hasten Hiring

Ireland's Center for Business Excellence, a nonprofit organization funded by the nation's largest employers in industry, government, and academia, recently announced the creation of the Begin Again program aimed at matching skilled workers with openings at its member institutions. A hallmark of the program is a 12-week introductory placement that allows a company and a prospective employee to see if they're a good fit while the worker gets mentoring and training.
